[ferret_users] fixed scaling factor by default

Hi all—
 
In PyFerret, the menu Image → Scale (Ctrl-S), one can disable scale
image to fit window frame.  Can I disable this by default (and
configure a scaling factor)?
 
Setting a hard scaling factor is useful in tiling window managers where
maybe the size of window is not communicated to the program or vice
versa or something.
