Hi -
Ferret does not have this amount of control over the time axis labels.  You can use PPL AXLINT,2 to label every second year instead of every year, but 2-digit labels, and splitting the labels into two lines like this is not an option that is built in to the program.

  plot/set my_variable
  ppl axlint,2
  ppl plot

I like to make x axis of year with the numeric
labels of
every year but make the numeric labels of two rows
like
below
